RajPusht supports the Government of Rajasthan in implementing Maternal Benefit Scheme - Mukhya Mantri Matritva Poshan Yojana (MMMPY), a Cash Plus initiative, combines conditional cash transfers and Social and Behavior Change Communication strategies for pregnant and lactating women.
Initially launched in the five most vulnerable tribal districts (Udaipur, Dungarpur, Banswara, Baran, and Pratapgarh) in November 2020 and scaled up in all districts in April 2022. Under the scheme, second-time mothers receive cash benefits upon fulfilling conditions like pregnancy registration, antenatal checkups, and institutional delivery, promoting crucial healthcare-seeking behaviors.
Under MMMPY, second-time pregnant women receive cash transfers of ₹6,000/8,000 in three instalments on the fulfilment of certain conditions, such as registration of pregnancy, antenatal checkups, and institutional delivery. These promote healthcare-seeking behaviours, thereby ensuring that mothers and children receive adequate care.
The National Food Security Act 2013 mandates cash transfers of ₹6,000 for all pregnant and lactating women. In 2017, the Government of India implemented the Pradhan Mantri Matru Vandana Yojana, a cash transfer scheme that provides ₹5,000 to first-time mothers across India in three instalments.
Rajasthan has taken a step towards fulfilling the National Food Security Act’s mandate as MMMPY extends cash transfers to second-time mothers and provides the amount stipulated in the Act.
Paperless Scheme
MMMPY has a paperless enrollment process for eligible women. Expecting mothers are identified through the State's Health Information System when they avail of pregnancy and child care services from the Anganwadis or Health Sub-centres. On successfully fulfilling the scheme’s compliance conditions, the cash benefit is transferred directly to women’s bank accounts linked to their state-issued identity cards.
Convergence
Three distinct departments of the Government of Rajasthan work together to deliver MMMPY. It is a scheme implemented by the Department of Women & Child Development, using the systems of the Department of Medical, Health & Family Welfare. The Department of Mines & Geology provides funding support.
At the community level, the Anganwadi Workers, ASHA Sahyoginis and Auxiliary Nurse & Midwives collaborate closely for improved counselling to expecting and new mothers.
